Created by the European Union, REACH (Regulation for Registration, Evaluation, Authorisation and restriction on Chemicals) legislation came into effect on 1st June 2007. It replaces a number of European directives with the aim of improving protection of human health and the environment through better and earlier identification of the intrinsic properties of chemical substances.
The regulation places more emphasis on industry to understand and be responsible for managing risks from the chemicals that they deal in. Manufacturers and importers are required to produce information on the substances manufactured or imported by them into the European market in quantities of 1m tons or more per annum.
Specific sets of data will be collected and collated on the properties of the substances, which will be used to perform an assessment of the hazards and risks that each may pose and then how those risks can be controlled. Ultimately it is expected that greater understanding will lead to innovation and substitution, where possible, of the most dangerous substances.
